On August 21, I visited the BSF administration to personally deliver a letter of concern/petition accompanied by signatures. During our discussion, I proposed a solution that would benefit both parties: instead of adding two layers of hollow blocks, they could lower the concrete fence and install steel bars on top, allowing for murals on the concrete. This would enable passersby to see the BSF grounds, a landmark attraction. However, they firmly stated that they could not modify the work plan due to technical reasons. Before I left, I asked Mr. Almaden if they intended to proceed with the project as planned, to which he affirmed. It seems that the school administration is not giving the petition any serious consideration without discussing it with other stakeholders.

I then did some research online, asking whether it is acceptable to stop an ongoing project funded by the MOOE if it is deemed ineffective or unimportant for the benefit of learners. The consensus is that if a project funded by Maintenance and Other Operating Expenses (MOOE) is found not to be beneficial or aligned with learners' needs, it is generally permissible to halt it. However, it’s essential to adhere to the proper procedures for evaluation and discontinuation, which include:

1. Assessment: Conduct a thorough evaluation to understand why the project is considered inadequate or unimportant to learners, incorporating feedback from stakeholders such as teachers, students, and parents.

2. Documentation: Record the findings and rationale for halting the project, including evidence and insights obtained during the assessment.

3. Communication: Clearly inform all stakeholders about the decision, explaining the reasons and anticipated benefits of discontinuing the project.

4. Reallocation of Resources: Explore how the resources (funds, materials, etc.) allocated for the project can be redirected to more effective initiatives that better meet learners' needs.

5. Follow-Up: Monitor any new projects or initiatives implemented as a result of this decision to ensure they effectively address learners' needs.

By following these steps, the decision to discontinue the project can be justified and managed appropriately.

On August 22, I submitted a letter to the Bato Sangguniang Bayan, Committee on Tourism and Education, requesting their assistance for the sake of tourism. I hope they will respond positively.

In the afternoon, I attended the PTA General Assembly, expecting an open forum and discussion. I was ready to voice my concerns and suggest a re-vote on the new school uniform policy, which I believed would be overwhelmingly rejected. However, I was disappointed to find that the agenda did not include any such discussions. I approached the PTA president and requested a vote for the parents’ sake, but he informed me that the assembly was solely for electing officers and advised me to wait for the next meeting. Although I felt tempted to take the microphone from the emcee, I didn’t want to cause a scene.
