Restore the Legal Tobacco Purchasing Age to 18

At 18, we’re trusted to vote, serve in the military, and take full responsibility as adults — yet we’re denied the right to purchase tobacco. This petition calls on Congress to restore the legal tobacco purchasing age to 18, aligning it with other adult rights. Let’s respect personal freedom, responsibility, and consistency in what it means to be an adult in America.

At 18, I stand at the cusp of adulthood, facing the many responsibilities and rights that come with it. I can enlist in the military — a decision that could define the course of my life. I can be tried and sentenced as an adult under the law, bear responsibility for my actions, and exercise my right to vote — one of the most powerful symbols of democracy. I can sign contracts, live independently, and own property. Yet, in stark contrast, I am deemed too young to decide whether I can purchase a pack of cigarettes.

The inconsistency is baffling. If at 18 I am considered mature enough to make life-changing decisions like serving in the military or entering a legal contract, surely I possess the judgment to decide about tobacco use. The current legal age for purchasing tobacco products in the U.S. is 21, following a federal law enacted in December 2019. While supporters of this law argue that it helps reduce health risks among young adults, it directly contradicts the nation’s long-standing recognition of 18 as the age of adulthood.

Research from the National Academy of Medicine shows that raising the tobacco age to 21 does not necessarily prevent youth smoking, as many begin before 18. Furthermore, this blanket restriction fosters illicit trade and undermines the autonomy of young adults who are otherwise trusted with every other adult responsibility.

What I propose is a balanced approach. Let’s align tobacco purchasing rights with the broader definition of adulthood at 18 — while simultaneously strengthening education about smoking risks. Empowerment and education, not restriction, are the keys to informed and responsible choices.

This change is crucial to respecting the autonomy of those entering adulthood. I urge lawmakers to reconsider the legal tobacco purchasing age in the United States and restore it to 18.
