The Issue
Twenty-three years ago, we endured an unbearable tragedy. We lost a loved one due to cuts in lifeguard services at Hartlepool's beautiful beaches. This wasn't just an isolated incident—over the years, numerous families have experienced the same indescribable pain of losing someone dear in preventable accidents. Since that fateful day, we've seen lives lost due to inadequate supervision on our shores, a consequence of staffing cuts and limited service periods.
Hartlepool, a coastal haven cherished by residents and visitors alike, draws thousands to its sands and waves. Whether for leisure, sport, or simply the joy of being near the water, our beaches are a significant part of community life. Yet, the persistent risk posed by a lack of lifeguards is a shadow over this charm—one that could and should be addressed.
Currently, lifeguards patrol our beaches only during the six weeks of school holidays. This limited coverage overlooks the busy periods before and after these weeks, where many people continue to frequent the beaches. The sea doesn't close shop after summer holidays, and neither should our safety measures.
Evidence consistently underscores the effectiveness of lifeguards. According to statistics from the Royal National Lifeboat Institution (RNLI), lifeguards in the UK saved over 348 lives and aided nearly 19,000 people in 2019 alone. This demonstrates their invaluable role in preventing tragedies and promoting safety.
We propose extending the lifeguard services so that they operate multiple months outside of just the school holidays. This would ensure that our beaches are safe year-round, reducing the risk of accidents and providing peace of mind to all beachgoers.
