Restore funding for disability services and programs!

The Minnesota House and Senate have passed their Health and Human Services omnibus budget bills (HF 927 and SF 760). The Health and Human Services Conference Committee is now working to resolve differences between the House and Senate bills. Rather than increasing revenue, both chambers rely exclusively on expenditure cuts to meet a 5 billion dollar budget deficit.  In their current form, both HF 927 and SF 760 make deep cuts to disability programs and services that will devastate Minnesotans with disabilities and their families.

Over and over, legislators have said that these budget bills “protect the state’s most vulnerable citizens.” A look at the numbers shows just the opposite. The Senate Health and Human Services Bill slashes 70 million dollars from the mental health system alone. This includes the elimination of critical programs, such as children’s mental health screening grants and early intervention services. It also repeals the early expansion of Medical Assistance (denying coverage to 100,000 Minnesotans) and eliminates Medical Assistance coverage for important services and medically necessary items for adults (rehabilitation therapies, prosthetics, dentures, and eyeglasses).

The House Health and Human Services Bill cuts reimbursement rates for family members who provide Personal Care Associate (PCA) services, while eliminating funding that would provide alternative services to those people who are no longer eligible for PCA services.  PCA services are critical to many Minnesotans with disabilities and their families; they enable adults with disabilities to live independently in their communities, and help families provide adequate care for their son or daughter with a disability.  Thousands of Minnesotans who reside in community living settings will soon lose this essential support, which would force many to move in to more costly institutional settings.

Please sign this letter if you believe that funding should be restored for the many essential services and programs cut in the proposed HHS budget bills.  We call upon the Minnesota House and Senate to help us preserve our state’s moral and legal commitment to Minnesotans with disabilities.
