The Issue

Incarcerated loved ones and families like mine have been deeply affected by a policy change made by the Colorado Department of Corrections that limits inmate phone access to the hours of 6:00 AM to 10:00 PM. This change has had a profound impact on my ability to communicate with my incarcerated loved one, and I know I am not alone in feeling this disruption.

Previously, inmates had the opportunity to make phone calls throughout the day and night, allowing for critical communication across varying time zones, and letting family members with non-traditional work schedules stay connected. For families with members who work late-night or early-morning shifts, this policy change means missed calls and lost opportunities to maintain family bonds and provide emotional support.

Studies have shown that maintaining familial relationships during incarceration significantly aids in reducing recidivism rates and supports the mental well-being of both inmates and their family members. The current restrictions create unnecessary barriers, putting additional strain on already complex family dynamics, and may inadvertently contribute to feelings of isolation and helplessness both inside and outside the correctional facilities.

The previous policy recognized the importance of inmate-family communication by allowing calls any time of the day or night. This flexibility is crucial for those families living in different states or countries, where time differences can make the restricted hours nearly impossible to maintain regular contact.

I understand that the Colorado Department of Corrections faces challenges in managing inmate activities. However, I believe there are effective ways to ensure security and order without curtailing the essential right to communicate with loved ones. Solutions may include maintaining security measures but extending phone access back to a 24-hour schedule or offering a more flexible time frame that takes into account the diverse needs of families.

Please join me in calling on the Colorado Department of Corrections to reinstate the former policy of 24-hour phone access for inmates. By doing so, we can support the rehabilitation process, foster family connections, and show that even in correctional settings, the value of human connection is recognized and respected.

Sign this petition today to urge a reevaluation of the current policy, giving thousands of families across Colorado the ability to communicate whenever they need it most. Together, we can make a difference.
