The Issue

We, the undersigned residents of the surrounding neighborhoods near New Braunfels Middle School, respectfully request that New Braunfels ISD take additional action to address the ongoing HVAC equipment noise originating from the school campus.

According to the Level One grievance response dated May 14, 2026, the district acknowledged that the HVAC system at New Braunfels Middle School produces a continuous humming sound during operation. Residents living adjacent to the campus continue to experience this noise 24 hours a day, 7 days a week, including inside their homes with doors and windows closed.

While the district states that current measurements fall within city noise limits, the issue is not solely whether the equipment technically complies with minimum standards. The issue is the ongoing impact on and nusiance to nearby residents’ quality of life, including disruption to sleep, peace inside the home, and enjoyment of surrounding property due to the consistent Tonal Noise.

The district’s own response confirms:

·      The HVAC system operates continuously.

·      Noise levels near portions of the property reached between 66 and 74 decibels.

·      Noise remains audible at neighboring property lines.

·      Existing sound attenuation measures do not fully eliminate the impact to nearby homes.

We recognize and appreciate the importance of New Braunfels Middle School and support the district’s mission to serve students. However, we believe additional mitigation measures should be explored in order to better balance school operations with the well-being of neighboring residents.

We respectfully request that New Braunfels ISD:

1.     Conduct an independent third-party acoustical study at affected neighboring residences during daytime and nighttime hours.

2.     Evaluate additional sound mitigation options, including upgraded sound barriers, acoustical enclosures, equipment shielding, or operational modifications.

3.     Hold a community meeting with affected residents to discuss possible solutions.

4.     Provide transparency regarding future construction or equipment upgrade plans that may reduce the noise impact.

5.     Develop a long-term mitigation plan to reduce continuous HVAC noise affecting neighboring homes.

This petition is intended to encourage collaboration and constructive problem-solving between the district and the surrounding community.

We respectfully ask the district to continue working with affected residents toward a reasonable and lasting solution.
