Residents Demand Action on Major Neglect, Debt, and Lack of Transparency

The Issue

We are residents of the Twin Lakes community who are coming together to demand transparency, accountability, and responsible management from our HOA and its contracted management company, First Residential, which was appointed by the developer Kolter.

Over the past year, residents have experienced repeated failures in communication, financial transparency, and basic operational oversight. These issues have resulted in serious consequences for our community, including utility shutoffs, inherited debt, unresolved maintenance concerns, and widespread confusion regarding budget decisions.

Despite multiple attempts to engage in good faith, many of us have been met with silence, vague responses, or shifting points of contact that disappear without resolution. Important questions go unanswered. Critical issues remain unresolved.

It is deeply disappointing that a community developed by Kolter and managed by First Residential has reached this point. Residents deserve better.

This petition is not about drama.
It is about documentation.
It is about accountability.
It is about protecting our homes, our finances, and our quality of life.

We are formally requesting:

• Clear and timely communication
• Full transparency into HOA finances and budgeting
• A corrective action plan with defined timelines
• Accountability from leadership
• Protection of residents from further financial harm

We believe residents deserve to understand how their money is being used, why essential services have been disrupted, and what steps are being taken to prevent this from happening again.
