Staff reported to Caldwell on last Tuesday that there were rumors of circulating videos in which a staff member was recording residents, (HIPPA VIOLATION) and posting them on social media (EXPLOITATION). You know what Chy’Kela Caldwell did? Absolutely nothing! She claimed that after visiting and viewing said staff member’s social media she did not see any videos of residents and therefore she could not investigate. However she did not ask staff members about the incident, did not collect witness statements, nor did she investigate. Although she’s initiated 24/5 initial investigations for such lesser offenses she saw no need to investigate the possible harm that could have been done to her residents. It wasn’t Adult Protective Services showed up last week and forced her hand that she placed said staff under investigation. Apparently staff had reported the said incident to Adult protective services as they knew Caldwell picks and chooses who she holds accountable and staff doubted that she would address the issue appropriately and they were correct. Had Adult Protective Services not found out from a mandated reporter about this incident nothing would have been done. According to NCDHHS rules and regulations neglect and/or exploitation can be considered a type A1 or A2 violation. Based on her interviews with state surveyors in the past I can only assume that when state surveyors show up next week to investigate she will take no accountability or responsibility for anything and say that she was completely unaware of the situation prior to APS arrival and that would be a lie. My thoughts and prayers go out to the residents involved and their families. No one deserves this. How long is this lack of competence going to continue?
