National Students Union Of India (NSUI) started this petition to Research Scholars of Panjab University and

In The Past 4-5 Months, Research Scholars Of Panjab University Have Suffered Immensely Due To Lockdown.
The Research Scholars have not been allowed to work in the campus, which is why they have been Deprived The Use Of Library Resources & Journals And Even The Online Resources, which require the domain of the university WiFi, to access them.
Also, Lack Of Communication With The Supervisor has proved to be highly inconvenient for the Research Scholars.
Waste of 6 months from a tenure of 5 year PhD, is a huge loss, and even if University offers us an extension of 6 months, still no Research Scholar wants to delay the completion of their degree.

Therefore, through this petition, we aim to put forward our concerns to the acknowledgement of the Panjab University Authorities:

1) We demand that it's high time, Research Scholars Should Be Called Back On The University Campus.
Government Of India, under Unlock 4.0, has clearly notified that the Research Scholars can be allowed to work in the Campuses, then why is it, that our University is ignoring these guidelines.

2) Our Second Demand is that the Research Scholars, who've been allotted hostel, Should Be Allowed To Reside In The Hostel Premises, because it is very unsafe for them to stay anywhere outside the campus. The Hostel Premises are way more secure & safer in terms of hygienic conditions.
And since only a handful of Research Scholars usually reside in the hostel, hence a safe social distance shall be maintained.
And Moreover, Delhi University has allowed the Research Scholars to stay in the Hostels, because there is extreme danger outside the Campus.

3) Thirdly, in order to facilitate further Research Work, The A.C. Joshi Central Library, as well as all the Departmental Libraries, Should Be Made Functional Again.

4) Furthermore, A large number of JRFs also have the due date of Payment Of The Contigency Allowance falling in the period of lockdown. And as per the rules, if they fail to submit their bills before this due date, their whole of contingency grant would get lapsed. We Demand That The Last Date Of Submission Of Bills And Related Documents Must Be Extended, and they must be allowed to Submit The Contingency Bills after the circumstances get normalised, because most of the Scholars had their bills kept in their hostel room and they had been asked to evacuate their hostels in a great hurry, so the organisation of such documents could not be done.

We all have gone through an hour of Hardship, but circumstances are being restored back to the normal stance. Therefore, the Research Work should also be resumed at this point.
