As a concerned neighbor and animal lover, I find it deeply distressing to daily witness the neglect and mistreatment of dogs at a property located on the intersection of Old Railroad Bed and Capshaw. Each day, regardless of the weather, these dogs are left outside, chained up with no evident care or attention. This is not only heartbreaking, but it is blatant animal abuse, which cannot be tolerated. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), continuous chaining of dogs is considered an act of negligence and cruelty that is punishable law (ASPCA, 2021).

This neglect witnessed at Old Railroad Bed and Capshaw, however, has persisted unchecked, allowing the owner to continue with this inhumane treatment. We believe it is urgent to demand immediate intervention from our local animal welfare authorities. The dogs must be rescued and placed into a safe, caring environment, and the owner should be held accountable for their actions.
