The Issue

Living in a privately owned manufactured home community presents unique challenges when it comes to utility billing, especially for water and sewer services. In our community, the property owner charges each home the same amount for water and sewer, regardless of how many people live there or how much water is actually used. This approach is not only unfair, but it's also financially burdensome for those who live alone or use less water than others.

House Bill 1274 provides a clear solution: it outlines the requirements for owners of private mobile home communities to install, read, and maintain water submeters in each home unit. This method ensures that residents pay for the actual amount of water they consume, leading to fairer billing practices and encouraging water conservation.

Currently, in many communities like ours, residents are left covering the cost for water and sewer usage that they did not accumulate, creating unnecessary financial strain. Implementing water submeters would eliminate this inequity by aligning usage with billing, making sure the costs reflect true consumption.

Moreover, the implementation of submeters would lead to increased awareness about water usage, prompting residents to be more conscious of their consumption and contribute positively to water conservation efforts. This change would bring about more equitable billing systems and environmental benefits.

House Bill 1274 must be supported to bring about this necessary change. Private wells would remain exempt, respecting those communities' different billing structures, but for all other communities, this step is crucial.
