Require Transparent Law Enforcement in Indianapolis — Ban Masks

The Issue

Indianapolis residents should never have to wonder whether masked, armed individuals conducting enforcement in their neighborhoods are legitimate officers or what they're doing.

Across the country, masked federal immigration enforcement has drawn controversy and concern. Fatal encounters in Minnesota involving masked agents have intensified national debate and increased fear in communities throughout the Midwest.

Transparency in law enforcement is not a partisan issue. It is a public safety issue.

When officers conceal their identities during enforcement, it increases the risk of misunderstandings, escalations, and impersonation crimes. Clear identification — visible faces and agency badges — protects both the public and the officers themselves.

Other cities have begun adopting ordinances requiring law enforcement to be identifiable while carrying out their duties. Indianapolis should not wait for chaos or tragedy to force action.

This petition does not seek to interfere with lawful federal operations. It calls for reasonable transparency standards within our city’s boundaries. Any ordinance can include exceptions for SWAT units, medical masks, and hazardous environmental conditions.

We urge the Indianapolis City-County Council and Mayor Joe Hogsett to introduce and pass an ordinance requiring that all law enforcement officers operating in Indianapolis — local, state, or federal — conduct enforcement activities without identity-obscuring masks and display visible agency identification.

Indianapolis deserves policing that is visible, accountable, and rooted in trust.
