ODA is committed to carrying out the Commercial Dog Breeding program and its regulatory rules fairly, consistently, and appropriately, to ensure that the care provided by Ohio’s high‑volume dog breeders rises to meet the standards required by Ohio law and set forth by the Ohio Legislature. We appreciate your feedback and discuss the program frequently with lawmakers and stakeholders. Further, there is a Commercial Dog Breeding Advisory Board, which is comprised of veterinarians, rescue groups, humane societies, and more, to provide input on program rules. The program does utilize both announced and un-announced inspections.

All complaints that fall under ODA’s jurisdiction are investigated. To keep the public informed, our program web page provides recent inspection reports and complaints.
