A recent experience at my home brought this issue to my attention. A door-to-door solicitor disregarded my clearly posted “No Soliciting” sign and became rude when the sign was pointed out. The interaction made me realize that, in Menifee, posting a sign does not appear to provide residents with clear protection against unwanted solicitation.

Residents should not have to answer the door and personally confront a solicitor for their wishes to be respected. This is especially important for families with young children, older adults, people who work from home, and anyone who simply wants privacy and peace within their own home.

Menifee already regulates certain forms of aggressive solicitation, but its municipal code does not appear to expressly prohibit door-to-door solicitation at a residence displaying a “No Soliciting” sign. Nearby cities provide stronger protections. Murrieta Municipal Code § 5.20.110 prohibits solicitation at residences and businesses displaying “No Solicitors,” “No Peddlers,” or similar signs. Murrieta also limits residential solicitation to between 10:00 a.m. and 5:00 p.m. during Pacific Standard Time and 10:00 a.m. and 7:00 p.m. during Pacific Daylight Saving Time.

This petition asks the Menifee City Council to adopt similar reasonable protections by:

• Requiring solicitors to honor clearly posted “No Soliciting” signs;

• Prohibiting solicitors from continuing after a resident says they are not interested or asks them to leave; and

• Establishing reasonable hours for door-to-door solicitation.

This is not an effort to prohibit all lawful solicitation. It is a request to give residents a clear and enforceable way to opt out of unwanted contact at their own homes.
