Require Modesto animal shelters to be no-kill shelters

The Issue

Every year, countless animals lose their lives at local shelters, not due to health issues, but purely because of space constraints and resource limitations. As a resident of Modesto, CA, I find it heartbreaking to think about the number of healthy, loving pets who are euthanized simply because they haven't found a home yet. Each of these animals is capable of bringing joy and companionship to a family;  they, too, deserve a chance at life.

The city of Modesto has a responsibility to protect its animals and ensure that they are given the opportunity to live long and happy lives. Transitioning to a no-kill shelter model means adopting practices that limit euthanasia to cases of terminal illness or severe behavioral issues that pose a threat to others.

Evidence from across the country shows this is achievable. Communities that have embraced the no-kill model have seen a significant reduction in euthanasia rates. Organizations such as Best Friends Animal Society have proven that with proper management, resource allocation, and community support, shelters can thrive under a no-kill model. For example, Austin, Texas, became a no-kill city in 2011 and has managed to maintain that status, saving over 90% of homeless animals each year. Similar success has been witnessed in other U.S. cities like Kansas City, Missouri, and Jacksonville, Florida.

To implement this change, Modesto needs to prioritize spay and neuter programs, increase community engagement to boost adoption rates, and secure funding to expand resources for shelters. This approach can ensure that shelter animals are provided with care until a permanent home can be found.
