Two dogs were allegedly locked in a padlocked attic in Kelayres, Pennsylvania, with no ventilation, food, or water for extended stretches, left covered in their own waste. When the animals were removed by someone who believed they were being mistreated, police reportedly told her the situation was simply a civil ownership dispute, not an animal welfare emergency. Only after paperwork inconsistencies came to light, including bills of sale that didn't match the accused's own account of when he moved to the area, did charges follow: cruelty to animals and falsifying documents.

This case shows a dangerous gap. When someone reports an animal in immediate danger, confirming who legally owns that animal should never come before confirming the animal is safe. A dog left without food, water, or air for hours or days can suffer permanent harm, or die, while ownership questions get sorted out on paper.

We're calling on Kline Township Police Department and the Schuylkill County District Attorney's Office to adopt a clear policy: when a credible report describes an animal in apparent distress, officers conduct a welfare check first, and treat any ownership dispute as a separate matter to resolve afterward. No animal's safety should wait on a bill of sale.
