Salina's city-owned animal shelter is supposed to be a safe place for animals waiting for a home. Instead, a report the city itself commissioned found dirty surfaces that are hard to properly disinfect, chemicals used the wrong way, and basic disease-control routines breaking down across the facility.

These are not new problems. A study back in 2018 flagged many of the same failures, and instead of getting fixed, they have lingered for years and, in some cases, gotten worse. Right now, key leadership positions at the shelter sit vacant or unfilled, and the public can only visit by appointment on most days. Animals in the city's care are living in unsanitary conditions with no clear plan in place and no one consistently in charge to fix it.

This petition calls on the Salina City Commission and the Salina City Manager to act immediately: fill the shelter's vacant leadership roles without delay, fund a full sanitation and biosecurity overhaul, and commit to independent, recurring inspections so these problems can never again be allowed to sit unresolved for years at a time.
