The Issue

When Citrus County officers searched Ryan Michael White's Crystal River property in July 2026, they made a discovery that changed the nature of the case. Inside the house: five puppy skulls, six starving dogs, and feces-covered enclosures. In the truck parked outside: unopened bags and cans of dog food.

White's own mother told investigators he had deliberately removed the food from inside the house. He did not want her to feed the animals.

This was not neglect. The food existed. It was within reach of the house. He chose to keep it away from the animals confined inside.

White, 52, formerly operated Elite German Shepherds from the property. He now faces nine felony animal cruelty charges. His arraignment is set for August 3 before Judge Kristie Healis in Citrus County.

Animal cruelty can be prosecuted differently depending on whether the harm was negligent or intentional. The evidence in this case points clearly to intent. White's mother's account, combined with the physical evidence of deliberate confinement over an extended period, including deep claw marks on walls and doors where puppies had tried to escape, supports the strongest available charges.

We are asking the Citrus County State Attorney's Office to treat this case as what the evidence shows it to be: deliberate, sustained cruelty against animals placed in White's care.
