The Issue

To the San Francisco Board of Supervisors,

We, the undersigned residents of San Francisco, petition the Board of Supervisors to enact an ordinance requiring all bars, restaurants, and hotels within city limits to provide designated cigarette receptacles (e.g., ash trays, butt bins) outside their entrances and designated smoking areas.

Whereas:

Littering of cigarette butts is a significant problem in our city, contributing to environmental pollution, fire hazards, and an unsightly public landscape.
Cigarette butts contain harmful chemicals that leach into the environment, contaminating soil and waterways.
Businesses have a responsibility to contribute to the cleanliness and safety of our city.
Providing designated receptacles encourages responsible disposal of cigarette butts and reduces litter.
Many other cities have successfully implemented similar ordinances, resulting in cleaner and more attractive public spaces.
Therefore, we propose the following ordinance:

Section 1: Requirement for Receptacles

All bars, restaurants, and hotels within the city limits of San Francisco shall provide and maintain readily accessible, weather-resistant cigarette receptacles at the curb outside all entrances used by patrons and in any designated outdoor smoking areas. The number of receptacles provided shall be sufficient to accommodate the expected volume of smokers.

Section 2: Maintenance and Cleaning

Businesses shall be responsible for the regular emptying and cleaning of these receptacles to prevent overflow and maintain sanitary conditions.

Section 3: Signage

Businesses shall post clear signage near designated smoking areas and receptacles, reminding patrons to properly dispose of cigarette butts.
