Require changes to Victoria's crime victim assistance scheme
The issue
The Financial Assistance Scheme (FAS) in Victoria, Australia, currently places a significant burden on victims of crime, causing unnecessary trauma and stress. Prior to the FAS, the Victims of Crime Assistance Tribunal (VOCAT) provided a more straightforward process which focused on supporting the victims effectively. We urge the decision-makers in Victoria to revert to or improve upon the original VOCAT scheme, ensuring victims receive the financial and emotional assistance they deserve.
Under the current FAS, victims are often required to navigate a complex system, which includes out-of-pocket expenses for services such as counselling, with reimbursement occurring much later. This not only adds financial strain but also makes an already difficult situation worse. In many cases, victims are forced to shoulder significant upfront costs for necessary services, prolonging their distress while they await reimbursement from the scheme.
What we propose is a system where counselling and other support services can bill the scheme directly, removing the financial burden and reducing the risk of retraumatisation for victims. By having allocated workers to support victims through the process, we can ensure that they receive the help they need promptly and efficiently.
Furthermore, a more victim-centric approach in administering the scheme would mean having dedicated case workers who can assist with the application process, access to services, and understanding their rights and entitlements. This support would ensure that victims focus on healing rather than navigating bureaucratic hurdles.
We urge the Victorian government to take immediate action to revise or reverse the current FAS to reflect a more supportive and efficient system as was seen under VOCAT. Doing so will signify a commitment to the wellbeing and healing of crime victims in Victoria, allowing them to recover without added stress and financial anxiety.
Sign this petition to call on the Victorian authorities to create a supportive, direct, and efficient Financial Assistance Scheme for crime victims. Let’s stand together to demand a change that truly supports those in need.
