Require Camera-Detection Sweeps and Tougher Sentences for Child Voyeurism in Florida
The Issue
A hidden camera hidden inside an electrical outlet. That's what an employee found in a bathroom at Dog Dayz Inn, a dog daycare near New Smyrna Beach, Florida. Investigators say the business's owner, 59-year-old Donald Hemphill, admitted he installed the camera four to five months earlier. Multiple videos on the device reportedly showed women, unaware they were being recorded, in various stages of undress, including one child. Hemphill has been charged with 10 counts of digital voyeurism and 11 counts of video voyeurism of a child, and he's currently being held in the Volusia County Jail.
This should never have been possible for months without anyone catching it. Businesses that serve families and children, from daycares to pet-care facilities with public bathrooms, are not currently required to undergo any kind of privacy or hidden-device inspection. That gap let one hidden camera run undetected for months, and it means the same thing could be happening right now in another business, unnoticed.
We're calling on the Florida Legislature to close this gap two ways: first, by requiring regular, mandatory privacy sweeps for hidden recording devices in any business bathroom accessible to the public, especially those serving children; and second, by strengthening mandatory minimum sentences and registry requirements for anyone convicted of voyeurism involving a minor, so the punishment matches the harm.
No parent should have to wonder whether a hidden camera is watching their child undress. Sign the petition to demand mandatory camera-detection sweeps and tougher sentencing for child voyeurism in Florida, before another child is victimized and no one catches it for months.
