The Issue

To Beacon Point Townhomes’ owner and management, Kittle Property, OneCanopi, the City of Hamilton, and all agencies responsible for protecting residents:

We, the undersigned residents, former residents, families, and concerned community members, are asking for immediate action concerning ongoing maintenance, health, safety, communication, management, retaliation, bullying, intimidation, and harassment reported at Beacon Point Townhomes in Hamilton, Ohio.

We appreciate the City of Hamilton officials and OneCanopi representatives who have responded to residents’ concerns. However, responses alone have not resolved every reported condition. Residents still need comprehensive inspections, completed professional repairs, written results and timelines, continued monitoring, and lasting solutions.

Residents have reported concerns that include unresolved water leaks and flooding, damp carpeting, possible mold, pest activity, plumbing problems, damaged walls and flooring, incomplete repairs, poor communication, unannounced maintenance visits, difficulty receiving clear written responses, bullying, intimidation, harassment, and retaliation after residents speak up or request help.

Some residents are afraid to report problems publicly because they worry they may be bullied, harassed, intimidated, treated unfairly, or retaliated against by management or others. Residents should never be punished, threatened, pressured, or targeted for reporting unsafe conditions, requesting repairs, contacting public agencies, organizing with neighbors, or participating in this petition.

Others have already moved away after experiencing unresolved conditions. Families should not have to choose between remaining silent, living in unsafe conditions, being bullied or retaliated against, or being displaced from their homes.

Our goal is not to remove families from Beacon Point. We want the property made safe, properly maintained, and responsibly managed. Residents who want to remain in their homes should be given that opportunity while necessary repairs and rehabilitation are completed correctly and professionally.

We respectfully request:

A comprehensive inspection of every Beacon Point unit, without exception. Every unit must be inspected—not only units whose residents submit a request and not merely through a quick visual walkthrough.
Independent, qualified inspections of every unit for water intrusion, moisture, possible mold, plumbing problems, structural damage, pest activity, and other health or safety concerns.

Written inspection results provided to each resident, including what was inspected, what was found, what repairs or rehabilitation are required, and the expected completion dates.

A clear opportunity for each resident to confirm in writing whether they agree that the inspection of their unit was completed. Residents should be able to indicate whether they believe the inspection was complete, incomplete, rushed, or failed to address reported concerns. A resident’s signature confirming that an inspection was completed should not be treated as confirmation that the unit is safe, that all problems were found, or that all repairs or rehabilitation were completed.

Professional repairs and rehabilitation for every unit that needs them, addressing the source of each problem—not temporary patches or cosmetic coverups. Units requiring rehabilitation should be updated, restored, and brought into safe, sanitary, and properly maintained condition.

A written rehabilitation plan for units requiring substantial work, including the specific work to be completed, the expected timeline, the responsible parties, and the protections available to residents while the work is underway.
Professional pest inspection and treatment throughout the property, including preventative treatment when infestations in nearby units may spread.

Advance written notice before entry into residents’ homes, except during a genuine emergency, in accordance with applicable rules and lease requirements.

A reliable work-order system that gives residents written confirmation, appointment information, repair and rehabilitation updates, and proof of completion.

Clear written information explaining residents’ rights, complaint procedures, inspection procedures, rehabilitation procedures, and how to request reasonable accommodations or additional assistance.

Immediate protection against retaliation, bullying, intimidation, harassment, threats, pressure, or unfair treatment when residents report conditions, request repairs or rehabilitation, contact public agencies, organize, speak with advocates, or participate in this petition.

A confidential and accessible process for residents to report bullying, harassment, intimidation, or retaliation without having to report concerns directly to the person involved.

A written policy prohibiting management, employees, contractors, agents, and other representatives from retaliating against or targeting residents who raise concerns or exercise their rights.

A regular resident meeting where families can raise concerns directly with property management and appropriate housing representatives without fear of bullying, intimidation, harassment, or retaliation.

Independent follow-up monitoring to confirm that every unit is inspected, promised repairs and rehabilitation are completed properly, residents are treated respectfully, and retaliation or bullying does not continue.

Appropriate temporary accommodations, relocation assistance, or other protections for any household that cannot safely occupy its unit while serious repairs or rehabilitation are being completed—without unfairly punishing the family or jeopardizing its housing assistance.

A review of complaints from former residents who experienced similar conditions, including reports of bullying, intimidation, harassment, retaliation, incomplete repairs, or inadequate rehabilitation, so that long-term patterns can be identified and corrected.

Residents deserve clean, safe, and properly maintained homes. Children, older adults, people with asthma, people with disabilities, and other vulnerable residents should not have their health or housing placed at risk because necessary repairs or rehabilitation are delayed or ignored.

No resident should be bullied, intimidated, harassed, threatened, or retaliated against for asking for safe housing. Residents should be able to report problems without fear of eviction, loss of housing assistance, worsening treatment, unnecessary inspections, interference, or other punishment.

We are asking Kittle Property, Beacon Point’s management, OneCanopi, and the appropriate City of Hamilton and housing officials to inspect every unit, identify which units require repairs or rehabilitation, provide residents with a meaningful opportunity to confirm or dispute whether their inspection was completed, meet with residents, investigate these concerns, protect residents from retaliation and bullying, publish a written corrective-action and rehabilitation plan, and provide a reasonable timeline for completing all necessary work.

Please sign this petition if you are a current resident, former resident, family member, neighbor, or community supporter who believes Beacon Point families deserve safe housing, respectful treatment, protection from bullying and retaliation, transparency, accountability, and properly rehabilitated homes.

We are not asking to be silenced, bullied, retaliated against, or displaced. We are asking for every unit to be inspected, for units in need of rehabilitation to be updated and restored, for residents to have the option to confirm whether their inspection was completed, for our homes to be made safe, and for residents to be treated with dignity and respect.
