Remove paying new road tax when a private vehicle is shifted from one state to another

I have moved from Chennai to Pune and had to pay a road tax of almost Rs 1.5 lakhs in Pune and Chennai RTA has openly told me to forget about getting the money I paid in chennai back.
When Private citizens move from one state to another state due to change in job, currently, they need to pay road tax in new state for their motor vehicle and can get reimbursed from old state. Currently, this process is infested with corruption, delay and high costs. Especially, when a person frequently changes his place due to nature of industry, role, job, it becomes even bigger problem.
Since the person is a citizen and using the vehicle for personal use, he should be allowed to move freely in the country and should be exempted from paying tax from place to place. He can obtain NOC from local RTA and that should be enough. If needed for State revenues, After NoC is obtained, there should be backend automatic transfer of tax from one state to another.
Request Nitin Gadkari Sir to remove the need for private citizens paying tax from one state to another.
Thank you for supporting the genuine cause.
