We, the undersigned citizens, urgently call upon the Delhi Government to:
Stop the unlawful relocation of sterilized stray dogs from their original territories.
Ensure immediate and adequate Anti-Rabies Vaccination (ARV) coverage for all stray dogs to protect public health and animal welfare.
Implement a transparent and humane sterilization process, in strict compliance with the Animal Birth Control (ABC) Rules, 2023, and guidelines laid down by the Hon’ble Supreme Court of India.
Why this matters:
In recent months, several incidents have been reported where sterilized stray dogs — easily identifiable by their ear notches — have been forcibly relocated from their home areas. Such relocation is not only illegal under Indian law but also causes severe distress to the animals, disrupts their territorial stability, and often leads to injury or death.
Moreover, shifting vaccinated dogs away from their territories allows unvaccinated, unsterilized dogs to enter, increasing the risk of rabies transmission and population growth — exactly the opposite of what a responsible civic authority should aim for.
What the law says:
The Animal Birth Control (ABC) Rules clearly prohibit relocation of sterilized dogs from their territories except under rare and justified circumstances.
The Prevention of Cruelty to Animals Act recognizes unlawful relocation as cruelty.
The Supreme Court has repeatedly upheld the right of community dogs to live in their territories after sterilization and vaccination.
Our appeal:
We ask the Delhi Government and MCD to:
1. Halt all ongoing unlawful relocations immediately.
2. Conduct city-wide ARV vaccination drives in coordination with recognized animal welfare organizations.
3. Ensure sterilization is carried out by trained veterinary professionals under humane and hygienic conditions.
4. Maintain proper public records of sterilized and vaccinated dogs for transparency.
Together, we can protect both public health and animal rights.
A city that treats its animals with compassion is a city that cares for all its citizens.
