The Issue

End Nokkukooli Now – Free Kerala from Extortion
To: Hon’ble Chief Minister, Government of Kerala
We, the people of Kerala, demand immediate and total abolition of Nokkukooli.
What is Nokkukooli?
The illegal practice of forcing citizens, traders, and industries to pay wages to union workers without doing any work – just for “looking” while we unload our own goods.
The Supreme Court called it “extortion” in 2018. Yet it continues.
How It Hurts Kerala:
Drives Away Jobs: Toyota, Amazon and others refused to invest in Kerala citing nokkukooli. Each project = 5000+ jobs lost.
Increases Prices: Logistics cost in Kerala is 14-18% vs 8-10% in other states. We all pay more for rice, cement, medicines.
Harasses Common People: Citizens pay ₹500-₹5000 to unload their own house items, wedding goods, or a bike from a truck.
Blocks Development: 1 day strike at Kochi Port = ₹65 Cr loss to Kerala’s economy.
Our 5-Point Demand to Kerala Govt:
Make Nokkukooli a Crime: Non-bailable offense, ₹50,000 spot fine + 1 year jail.
Freedom to Load Own Goods: Law guaranteeing that any person can unload their own items self or using their own employees without paying unions.
Jail for Obstruction: Anyone blocking trucks/goods to be arrested under IPC 341 + 384.
Ban Extorting Unions: Cancel registration of unions caught demanding money without work.
24x7 Helpline: Police + Labour Dept task force to respond in 1 hour to nokkukooli complaints.
We Support Workers, Not Extortion
We demand minimum wage and ESI/PF for all genuine headload workers. But we oppose gundaism in the name of labor rights.
