The Issue
Garden City, a community within Monroeville, Pennsylvania, is deeply concerned about the proposed Willowcrest development by Primo Land Group LLC. The recent court decision in S.A. 24-799 failed to adequately address critical issues that could significantly impact our community's safety and quality of life. We urgently call upon the Municipality of Monroeville to file an appeal and/or injunction against this development to protect our community.
One of our primary concerns is the court's oversight in confirming whether Greenleaf Park can or will be utilized as an access point for the development, nor did it determine if the use would be either permanently or temporarily. The lack of determination on this issue leaves ambiguity and could potentially impact the neighborhood and the park's integrity and accessibility, something our community deeply values.
Additionally, despite requests from both the Zoning Board and the Monroeville community, Primo Land Group LLC/Trans Associates neglected to provide the additional requested traffic studies, as several intersections and streets were not assessed in the initial report, which should make the report null and void. The increase in traffic within the current landscape in our neighborhood is a safety hazard for children, pedestrians, and exacerbates congestion on our already narrow and busy roads, negatively affecting the daily lives of residents.
Community concerns were omitted from the solicitor's brief, including but not limited to, acidic mine water drainage from a coal outcrop located on Greenleaf/Valleyview Drive, overcrowded schools, fear of home explosions similar to the neighboring community of Rustic Ridge, and gentrification.
The use of Greenleaf Park without proper determination and the inadequate consideration of traffic implications are points of contention that warrant further scrutiny. The decision to proceed with the development without addressing these concerns feels premature and dismissive of the community's voice.
We believe that the Municipality of Monroeville has a responsibility to its residents to ensure any development is pursued with due diligence and comprehensive analysis. By filing an appeal and/or injunction, the Municipality can potentially delay the development until all concerns are sufficiently addressed and necessary studies are conducted to mitigate negative impacts.
