The Issue
The Phillips Family has been a proud and cherished part of the Oakhurst community for over 50 years. Five years ago, I had the joy of purchasing our family's first home in this vibrant neighborhood, continuing a tradition of roots deeply embedded in the community. Many of our friends and family can still be found amongst the leafy streets of Oakhurst. Our connection to this place makes it incredibly important to us to see it preserved and improved in ways that honor its history and benefit all those who call it home.
I am formally requesting that the City of Decatur initiate proceedings to officially abandon the right-of-way known as Evans Street. This request is both practical and necessary. Although Evans Street appears on historical plats, it has not been constructed, maintained, or utilized as a public thoroughfare for over a century. Some Records indicate it was partial abandon But official Full abandonment would rectify this historical oversight, allowing the land to serve a productive purpose.
One core reason for this petition is to deed the vacated land to the abutting property owners including CSD Fifth Avenue Upper Elementary, in line with applicable legal and municipal procedures. Such a deed transfer would enhance the properties bordering this unused right-of-way, allowing for improvements and developments that could enrich the Oakhurst neighborhood.
Additionally, by officially recognizing the Evans Street right-of-way as abandoned, the City of Decatur can divert resources more efficiently to areas in genuine need, rather than maintaining records and plots that no longer serve the public.
