Request Safety Measures for the Intersection of W Lone Mountain Rd & N Vistancia Blvd

The Issue

PETITION TO REQUEST TRAFFIC CONTROLS AT THE INTERSECTION OF NORTH VISTANCIA BOULEVARD AND WEST LONE MOUNTAIN PARKWAY, CITY OF PEORIA


The undersigned are residents of Vistancia in Peoria, AZ, who are registering our DEMAND for an IMMEDIATE additional, traffic control measure at the Intersection of North Vistancia Boulevard and West Lone Mountain Parkway in the City of Peoria. This four-way stop intersection has 16 lanes and experiences heavy traffic daily: morning rush hour (7-8 AM); school pickup (2:40 – 3:15 PM) and evening rush hour. There have been frequent traffic accidents, including pedestrian fatalities at this intersection. We, the residents of Vistancia, have serious concerns for the safety of our children and ourselves as we traverse this dangerous intersection.  Students attending Lake Pleasant Elementary School may have to cross this dangerous intersection in order to reach school. It is our expressed opinion that this intersection is in need of a traffic control signal immediately, in order to remedy the current and potential dangers of crossing this intersection.

Violations of traffic laws put drivers, pedestrians, and other people on the roads at higher risk of injuries due to accidents. In 2022 in the state of Arizona, drivers’ failure to yield the right of way caused over 21,700 traffic
accidents, resulting in 132 deaths and more than 7,800 injuries. Four-way intersections are among the most common locations for accidents involving the failure to yield.  

On N. Vistancia Blvd, there are two straight lanes and two left turn lanes each, going north and south bound.  On W. Lone Mountain Pkwy there are two straight lanes, one right turn lane and one left turn lane each, going east and west bound. Thus, 16 drivers may have to negotiate the right of way at this intersection if all lanes are occupied. Drivers continuously disregard the traffic laws, failing to: yield, coming to a complete stop, giving the right-of-way to pedestrians and bicyclists and/or traveling through the intersection without stopping and at a high rate of speed. It is our expressed opinion that this intersection creates a safety hazard for our community, putting the lives of our children and ourselves at risk.

Per the City’s 2024 General Plan Amendments, “A core function of government is the provision of services to maintain and enhance public health and SAFETY within a community.” The City’s General Plan 2040 states that “Peoria citizens stress the importance of neighborhoods and their desire to maintain quality standards that make Peoria’s neighborhoods SAFE, vibrant, and connected. The goals and policies of this element recognize that the health of neighborhoods is directly linked to improving and enhancing resident health and quality of life.” In addition, the General Plan 7.7, states “a SENSE OF SAFETY and security is often one of the top quality-of-life indicators in a community. The City recognizes that SAFETY CONCERNS, both real and perceived, have a major impact on the health, economic viability, and quality of life of the community.” Also in the ‘Healthy Neighborhoods’ section, General Plan 2040 states, “Accordingly, the city will continue to integrate pedestrian and bicycle safety improvements and amenities into new and reconstructed streets, along with ensuring new developments incorporate the City’s planned shared-use path system.”  

We are aware that a traffic control signal is in the budget for FY 2028 for this busy intersection. However, in view of the risk of further tragedies, we are asking the City to install a traffic control signal at this intersection NOW! In sum, those signing this petition believe the safety of our children and ourselves is at risk, and installing a traffic control signal at this busy intersection is in the best interests of our neighborhood.
