Request for Three-Hour Time-Restricted Parking on Allbay Road and Surrounding Residential Streets

Purpose

This Community Petition and Request for Council Action represents a unified request from residents for a practical and balanced parking management solution that protects the safety, accessibility, and residential character of Allbay Road, Eden Place, Jocelyn Place, Lyme Grove, and Bowden Road, while supporting the intent of Allbay Road’s Special Street designation.

We, the undersigned residents and property owners of Allbay Road, Eden Place, Jocelyn Place, and Bowden Road, respectfully petition the Town of Sidney to implement three-hour time-restricted parking on both sides of Allbay Road (for its entire length), Eden Place, Jocelyn Place, and Bowden Road during weekday business hours.

For several years, residents have communicated concerns to the Town regarding the increasing use of these residential streets for long-term employee parking associated with the nearby marine industrial area. While these concerns have been acknowledged, no meaningful action has been taken to address the ongoing impacts on residents and the neighbourhood.

This petition reflects a unified community position and respectfully requests that Council implement a practical and balanced solution.

WHEREAS

WHEREAS Allbay Road has been designated by the Town of Sidney as a Special Street, recognizing its unique environmental setting, established residential character, and the importance of preserving its distinctive qualities;

WHEREAS Allbay Road, Eden Place, Jocelyn Place, and Bowden Road are increasingly being used for long-term employee parking associated with the adjacent marine industrial area, resulting in residential streets functioning as overflow commercial parking;

WHEREAS this has resulted in:

• Reduced parking availability for residents and visitors, including caregivers, tradespeople, service providers, and others;
• Increased traffic congestion throughout the neighbourhood;
• Safety concerns for motorists, pedestrians, cyclists, children, and emergency vehicle access due to reduced sightlines and vehicles parked throughout the area;
• Damage and accelerated wear to public infrastructure and impacts to adjacent private property;
• Reduced usability, accessibility, and enjoyment of the neighbourhood by residents and visitors; and
• A gradual erosion of the residential character of these streets.

WHEREAS residents have raised these concerns with the Town over several years and continue to seek a practical, balanced, and effective solution;

THEREFORE

We, the undersigned residents and property owners of Allbay Road, Eden Place, Jocelyn Place, and Bowden Road, respectfully request that the Town of Sidney:

1. Implement a three-hour parking limit on both sides of Allbay Road (for its entire length), Eden Place, Jocelyn Place, and Bowden Road.
2. Apply the restriction Monday through Friday from 8:00 a.m. to 5:00 p.m.
3. Remove the restrictions during evenings, overnight, weekends, and statutory holidays.
4. Consider resident permit exemptions, if the Town determines that a resident permit program is appropriate.
5. Direct staff to proceed with implementation at the earliest practical opportunity.

Why This Solution

We recognize the important role that marine and industrial businesses play in Sidney’s economy. At the same time, residential streets should not function as long-term parking for employees working in the adjacent marine industrial area.

Three-hour time-restricted parking during weekday business hours is a practical and balanced solution that:

• Protects the safety and accessibility of the neighbourhood.
• Restores parking availability for residents and their visitors.
• Discourages long-term commuter and employee parking on residential streets.
• Preserves the residential character and livability of Allbay Road, Eden Place, Jocelyn Place, and Bowden Road.
• Encourages businesses to provide or secure appropriate parking solutions for employees.
• Supports the Town’s planning objectives and the intent of Allbay Road’s Special Street designation.
• Allbay Road and the surrounding residential streets were never intended to function as long-term parking for the adjacent marine industrial area.
• Implementing time-restricted parking is a reasonable and measured approach that balances the needs of residents, visitors, businesses, and the broader community.

Respecting Allbay Road’s Special Street Designation

Allbay Road’s designation as a Special Street reflects the Town’s recognition of its unique environmental setting, established residential character, and importance within the community.

The continued use of Allbay Road and surrounding residential streets for long-term commercial employee parking is inconsistent with the intent of this designation and has fundamentally changed how the neighbourhood functions.

Implementing three-hour time-restricted parking during weekday business hours would directly support the objectives of the Special Street designation by:

• Preserving neighbourhood character.
• Improving safety for residents and visitors.
• Reducing the impacts of long-term commercial parking.
• Improving accessibility for residents, visitors, caregivers, tradespeople, and emergency services.
• Protecting public infrastructure and adjacent private property.
• Reinforcing the Town’s own planning objectives for this unique residential area.

Request to Council

We respectfully request that Mayor and Council direct staff to implement the requested parking restrictions as soon as practicable.
