The Issue
The Open Doors Russian Scholarship Program has transformed countless lives by granting access to world-class education. However, its current age eligibility criteria unintentionally exclude a large pool of highly motivated Afghan students. Given the extraordinary circumstances in Afghanistan, we respectfully request a temporary age exception for applicants from this country.
The Context
Since the political shift in Afghanistan in 2021, the educational system has collapsed. Universities closed, curricula were disrupted, and an entire generation saw their academic dreams put on hold. For many young Afghans, applying to international scholarships like Open Doors was simply impossible during those years of chaos—not due to lack of merit, but due to forces beyond their control.
Why This Exception Matters
An age limit is a reasonable administrative tool, but it becomes unjust when it fails to account for crises that are no fault of the applicant. These students are not "too old"—they are survivors of a disrupted system who are now ready, eager, and academically qualified to resume their education. Excluding them now would mean penalizing them twice: first by the crisis, and again by a rigid rule.
The Added Value
Beyond individual success, these students bring lived experiences of resilience, cultural insight, and a deep commitment to rebuilding their homeland. Graduates of this program, if given the chance, will not only contribute to global academic discourse but will also become future leaders in Afghanistan’s reconstruction—a benefit to both Russia and the broader international community.
