The Issue

Since summer 2025, journalistic and community-based research in Jasper has documented serious concerns from immigrant workers about the 2026 Rural Renewal Stream endorsement process.

After collecting testimonies from more than 15 immigrant workers, reviewing AAIP and Rural Renewal Stream guidelines, comparing procedures across 15 Alberta communities, and speaking with four experts, a clear concern has emerged: many workers and employers still do not understand how endorsement decisions were made, how many spots were available, or why some people were told there would be no more invitations.

Community reports suggest that 30 to 40 workers may have been affected by uncertainty around the process. More than 20 foreign workers have also been identified as facing immediate immigration uncertainty or possible deportation, despite many having stayed and worked in Jasper during the difficult rebuilding period after the wildfire.

This petition is not about accusing individuals. It is about requesting transparency, public records, and a clear explanation of the decision-making process.

 

We ask the Municipality of Jasper to request from JEEC:

  • allocation notices and invitation results;
  • the number of employer applications, endorsement requests, and letters issued;
  • written criteria used to prioritize workers and employers;
  • conflict-of-interest safeguards and appeal procedures;
  • public notices, employer instructions, and communication materials;
  • agreements, support letters, and reporting obligations between the Municipality and JEEC.

Making these records public would help the community understand what happened in 2026, why many workers believed they had a real opportunity to stay, and how future immigrants and employers can be better supported.
