Jamal Dunn lost his life while 5 teens watched and mocked him.  Currently in the state of Florida there is no law that would hold these teens accountable for their actions.  This needs to be changed.  Most states have a duty to render aid law.  We would like to see a law like this in  Florida as well.  If someone is witnessing a person in distress of any kind they should be required to call 9-1-1 to get that person help.
