Repeal Section 209 of the PRIIA Act
The Issue
The PRIIA Act, section 209, is doing more harm than good to state-funded Amtrak routes, particularly the Heartland Flyer from Fort Worth to Oklahoma City. This is a genuine concern for many who rely on this service for their daily commute or occasional trips. In 2019, we saw the adverse effects on the Amtrak Hoosier State train from Chicago to Indianapolis, which ceased operations largely due to financial pressures resulting from Section 209.
Initially intended to streamline costs and enhance operations, Section 209 of the Passenger Rail Investment and Improvement Act (PRIIA) mandates that states cover operational costs for Amtrak routes less than 750 miles. While the law aims to achieve fiscal responsibility, it has unintentionally burdened states, leading to reduced services and, in some cases, complete route eliminations where states can't justify the expenditure.
The Heartland Flyer is more than just a train service; for many, it is a lifeline that connects families, supports tourism, and drives local economies. The discontinuation of the Hoosier State train stands as a stark reminder of how these regulations can and have dismantled vital transportation links. Removing Section 209 would ensure such a fate doesn't befall other crucial routes, allowing them to flourish and continue serving communities effectively.
It's not just about eradicating a piece of legislation. It's about recognizing the need for a sustainable model that supports both Amtrak's goals and state capabilities. Instead of financially cornering states, there should be a more collaborative approach, enabling states and federal bodies to work together in maintaining and improving these invaluable services.
We are asking policymakers to take immediate action to repeal Section 209 and re-evaluate how these essential Amtrak routes are funded and managed. By doing so, we can ensure that public transit systems across the country remain robust and capable of supporting the needs of all Americans.
Join us in advocating for the repealing of Section 209 to safeguard our railways. Sign this petition and let your voice be heard.
