Petition to Repeal and Replace the U.S. National Security Act

We, the undersigned, call for the repeal and replacement of the United States National Security Act and its associated secrecy framework.

Enacted in the early Cold War era, the National Security Act was designed for a world defined by nation-state warfare, nuclear brinkmanship, and centralized control of information. That world no longer exists. The Act, however, remains — expanded, hardened, and increasingly misaligned with the realities and risks of the 21st century.

Today, the greatest threats to national and human security are not foreign armies, but systemic failures: climate destabilization, ecological collapse, energy vulnerability, infrastructure fragility, and public distrust driven by excessive secrecy.

The current security framework:

- Prioritizes classification over transparency, even when public safety and planetary stability are at stake  
- Shields energy, environmental, and geological data from democratic oversight  
- Enables long-term ecological damage without informed public consent  
- Suppresses innovation by locking research behind national security barriers  
- Concentrates decision-making power while excluding communities most affected by its outcomes  

A democracy cannot function — and a planet cannot be stewarded — without accurate, accessible information. Secrecy that obstructs environmental accountability, energy transition, and scientific truth is no longer protective. It is dangerous.

We therefore demand:

1. The repeal of the current National Security Act framework  
2. The creation of a modern replacement rooted in transparency, planetary stewardship, and civilian oversight  
3. Mandatory declassification timelines for energy, environmental, and geological data  
4. Independent review of all classified programs impacting ecosystems, public health, and infrastructure  
5. Legal protections for scientists, whistleblowers, and public servants who act in the public interest  

True security is not built through silence and control.  
It is built through resilience, transparency, informed consent, and alignment with the living systems that sustain us.

The United States must move from a secrecy-based security model to a stewardship-based security model — one that protects people, ecosystems, and future generations, not just power structures.

We call on Congress to act.

End obsolete secrecy.  
Restore public oversight.  
Redefine security for a living planet.
