Repeal AB-413 Twenty Foot Parking Loss at every Intersection
The Issue
This Petition seeks to repeal Assembly Bill 413 (AB-413) as it removes a very significant amount of parking by prohibiting parking within 20 feet of any unmarked or marked crosswalk, across the entire State of California, with no consideration of the volume of vehicular traffic or the volume of pedestrian traffic and independent of any intersection incident history and independent of whether there might be any demonstrable benefit to pedestrian safety.
This loss of parking is very significant and amounts to at least fourteen thousand parking places in San Francisco for example, the most densely populated city in the entire State of California. This AB-413 impacts not just residents themselves who need to park, but businesses and services that rely on customers to drive to those businesses (such as restaurants / shopping). Even residents without vehicles who rely on services such as delivery (Uber / Lyft/ Amazon) and maintenance (such as construction /residential repairs) are hugely and severely impacted. AB-413 also clearly impacts air quality due to added pollution as drivers circle, possibly fruitlessly, in competition for previously existing but now nonexistent parking.
This petition does not completely dismiss the use of parking removal on a case by case basis where a formal authoritative analysis shows significant likelihood of incident reduction such as in high congestion pedestrian areas. This petition asserts simply that this AB-413 State wide blanket approach is not the approach to use and seeks repeal. Please support by adding your signature to this petition.
