The Issue
We, the undersigned residents, visitors, cyclists, car enthusiasts and community members of River Road North and the surrounding area, are requesting that Council take immediate action to repair and restore the hard surface of River Road North and to halt any further conversion of paved sections to gravel. River Road North is one of St. Andrews’ most scenic and historic routes, used daily by residents, walkers, cyclists, and tourists. The recent removal of asphalt and replacement with gravel has created serious concerns regarding safety, dust, erosion, maintenance, and property values. Many of the homes along River Road North are executive-style residences located on one of the municipality’s most prestigious corridors. The downgrade from a paved to gravel surface has an immediate and measurable impact on property desirability and resale value. Real estate professionals consistently note that homes on gravel roads sell for less, often by 5–15%, as buyers associate paved access with quality infrastructure, safety, and higher community standards. This change not only affects individual homeowners but also diminishes the long-term value and reputation of the neighbourhood as a whole. We are deeply concerned that this downgrade may be considered a “permanent fix,” and that more sections could follow. This change significantly diminishes the character and usability of our road and negatively affects the broader community. We respectfully urge the R.M. of St. Andrews Council to:
1. Restore the affected portion of River Road North to a paved or hard-surfaced condition as soon as possible within the 2026 budget; and
2. Commit that no further sections of River Road North will be downgraded to gravel without full consultation with affected residents. Maintaining a hard surface on River Road North supports community safety, tourism, property values, and the preservation of a valued local landmark.
Over the years, the road has deteriorated to such a state that it is now causing a broad range of problems for the residents and the larger community.
