Amend old Statue of Limitations for Sexual abuse of a child.

The Issue

 

I would like to change a law to help protect our children. I apologize in advance for the graphic details.

I was a very young victim of human trafficking.  My former step-dad and one of his friends both went to jail for this, but another man got off free.  I was too ashamed to tell anyone.

 

I tried to file a report with the child abuse unit, that the dirty old man who had paid 40 dollars  to have sex with a 12 year old girl would be put on the sex offenders list but I  was shot down.

(Omaha Police Department response to my wanting to file) Sgt Lance Worley (OPD) <lance.worley@ci.omaha.ne.us>...”.Amy---Currently there is not a statute of limitations for sexual assaults, however, we have to go by the statute of limitations as they were written at the time of the criminal offense, unfortunately twenty seven years ago the statute of limitations was seven years. Therefore, your case would not be eligible for prosecution. Please let me if you have any additional questions”…..

I’m not wanting to settle for  that answer. . I deserve better, all of us do. Not to mention we should be keeping society safe. Child pedophilia has the lowest rehabilitation rate. 

Current NE law say there is no Statute Of Limitations on sexual abuse of a child. No SOL for sexual assault of a child in the first degree under 28-319.01 or for sexual assault of a child in the second or third degree under 28-320.01. Nor is there a time limitation for prosecution or punishment for sexual assault in the third degree under 28-320 when the victim is under sixteen years of age at the time of the offense.)

But If the crime happened in 1987, a victim cannot press charges because in 1987 the statue was only for 7 years.

This is an unfair law, as many victims of child abuse are such damaged and  broken children, it takes them years to find their voice. I want to amend the previous laws, so there is no statute of limitations, like we have now.  The current  way does not help protect the victims or others.
