Reopen vital safety and emergency access for ≈100 Bukit Gasing patrons & residents.

Thank you kindly for the follow up call from your staff regarding the abovementioned safety concern. It has been a while of deliberating making contact with a local representative as attempts to deal with this matter have fallen rather flat previously. 

Nevertheless, the not-so-distant past KWSP Gasing fires which residents of Jalan 5/35 and Jalan 5/37 watched go up in flames from our homes, in addition to the recent Putra Heights incident has instigated this renewed effort to engage local council representatives to respond and reopen our safety and emergency passage. Much appreciation for your concern and encouragement to bring this matter to your attention.

The issue at hand is that the safety and emergency passage in between the back of homes of Jalan 5/37 and Jalan 5/35 is now blocked on one end due to three properties of Jalan 5/35 that have built over the safety passage and closed it off as their private property. These properties are:

4 Jalan 5/35
6 Jalan 5/35

This was brought to attention when house #6 was in the middle of building their extension. A neighbourly conversation with this home owner was attempted however they carried on building the extension. This matter was then raised through official channels at MBPJ whose response was, “Nota Penyelesaian: SURAT PEMBERITAHUAN TELAH DIKELUARKAN.” (Refer Appendix A).

Eventually, house #4 followed suit and this led to a further investigation which revealed that house #2 had closed off the entrance to the safety and emergency passage years ago when they tore down the older building and rebuilt completely as well. Due to MBPJ’s response to the #6 report, it felt like a waste of time and effort to seek action through the official channel with regards to houses #4 and #2. 

Other than adherence to the Uniform Building By-Laws1 as well as common sense that a safety and emergency passage is a feature we expect to be there and hope to never ever have to use, it is the nature of the residents of these two streets that further warrants concern. 

Firstly, Bukit Gasing’s main resident profile is the “Golden Citizen”. On top of this, there are elderly and ill seeking medical care from both aged care homes:

Multi Care Nursing Home 3 Jalan 5/37 2,3

Noble Care Malaysia 10 Jalan 5/35 2,3 

as well as young children from a kindergarten, Little Human Scholars Playschool 3 5 Jalan 5/37 that technically require access to this passageway during an emergency. 

Thirdly, the council grass mowers who maintain this safety and emergency passage count on this opening to carry their loads of grass out both ways. The longer distance one-way means that they now neglect the sweeping up of the blocked end as it is quite far for them to carry the heavy and bulky loads all the way down the other end. 

At this point, we require action from MBPJ to support the residents of houses #2, #4 and #6 of Jalan 5/35 to reopen vital access to this safety and emergency passage for residents. We understand that this can take some time, however until we have access to safety during an emergency we remain in unrest. 

With your support, YB Lee Chean Chung, safety for a total of 16 households, affecting ≈100 lives including kindergarteners, medical patients, live-in medical service workers, educators/child-carers, golden citizens, business employees (film production house 12 Jalan 5/35) as well as the general residents of Jalan 5/37 and Jalan 5/35 can be reestablished.

2 Unlicensed aged-care homes are prolific in this neighbourhood, but in this case being unlicensed means that they might not feel free to lend their support to this safety issue. It is a known fact only 2 aged homes in the area have licenses and that many do not undergone safety authorizations nor do they adhere to the distance requirement between aged care homes too. 

3 Work permit-less live-in immigrant employees will also not feel safe and confident to lend their support to this safety issue, yet they and the patients and children they look after are the most vulnerable. We do not have proof other than workers in the past verbally sharing their stress of not having legitimate work permits.
