Reopen P1, P2, and All USRAP Pathways for At-Risk Afghan Allies
The Issue
Save Afghan Allies: Reopen P1, P2, and All USRAP Pathways
We, the Afghan allies who worked alongside American institutions, missions, and NGOs in Afghanistan, remain in grave danger — either inside Afghanistan or in neighboring countries such as Pakistan. Many of us are being hunted, threatened, or forced into hiding solely because of our service and affiliation with the United States.
Our families and children are also at risk. We lack access to essential needs and basic human rights, including education, healthcare, and safety. Our children cannot attend school, and we are unable to secure the most basic services. We live in fear and uncertainty, with no clear path forward and no ability to plan for the future.
The U.S. Refugee Admissions Program (USRAP), including the P1 and P2 pathways, once provided hope for safety and a future. These programs were intended to protect those who stood with the United States. Today, these pathways are either suspended, blocked, or progressing at an unacceptably slow pace.
As a result, thousands of Afghan allies remain stranded — forgotten and vulnerable. We receive no clear updates, no timelines, and no reassurance. The promises made to us appear abandoned.
We respectfully and urgently request that the United States government and all relevant agencies:
- Reopen and fully reactivate all USRAP pathways, especially P1 and P2, for Afghan allies who are still in danger.
- Reopen processing for Afghan applicants stuck in Afghanistan and neighboring countries.
- Provide transparent communication, realistic timelines, and consistent updates to applicants.
- Ensure our families — especially our children — have access to basic human needs: safety, education, healthcare, and dignity.
- Honor the promises made to Afghan allies who supported the U.S. mission and ensure they are not left behind in uncertainty after years of loyal service and waiting.
- Do not limit assistance only to those who have received conditional approval. Every Afghan who worked in support of the U.S. deserves safety and protection, regardless of case status.
We stood with you. Now, we ask you to stand with us — before it is too late.
Justice must not be conditional, selective, or delayed — true justice embraces all who are deserving, without bias or exclusion.
