Hello All, The annexation hearing for Teton Development Corp.’s request for annexation into the City of Reno is scheduled for: Date: May 24, 2017 Agenda Item #: F.2 Agenda scheduled time: 1 p.m. Newly scheduled time: 6 p.m. (The item is scheduled to be continued to 6 p.m. at Naomi Duerr’s request so that citizens can attend.) Where: Reno City Council Chambers, One East 1st Street, Reno, NV 89501 Garrett Gordon, our attorney, is doing an outstanding job for us and is working very diligently to help us preserve the Steamboat Meadow parcel. After careful analysis it is believed that our best option is to oppose annexation in order to preserve the Steamboat Valley and the lifestyle it provides. (Note: Garrett is also representing Gail Willey in an issue South of Andrew Lane. Garrett disclosed to us that he was working on another project before we hired him and we respect the fact that as an attorney he is hired to represent people on different issues.) It is critical that as many people as possible attend the May 24 6pm meeting referenced above to show the Reno City Council how we feel about this proposed development and annexation of Steamboat Meadows into the City of Reno. If annexation is defeated, then Teton Development Corp. is entitled to build based on the current City zoning. This means approximately 33 dwellings on the open pasture and higher density/commercial on the west side of the creek north of the Steamboat Hot Springs can occur. We cannot stop all development on the property but we can and should oppose annexation of the meadow into the City of Reno. If Teton Development Corp. pursues increased zoning density, it would have to request a subsequent zoning change. A zoning change would be their next step if they are successful in annexation. We will also oppose the zoning change if it is pursued by Teton, given this would result in 234 units in the open pasture. The City of Reno has jurisdiction over the zoning on this land because it is in the City’s “sphere of influence” as designated by the Regional Master Plan. Garrett Gordon will be doing a significant presentation to the Council based on the topics below. Those topics are part of the required findings the developer must prove and the City Council must find exist before annexation can occur. They are the points we need to focus on in our opposition at the hearing on May 24 at 6 pm. Please attend the Reno City Council meeting on May 24, at 6 p.m., to oppose annexation of Steamboat Meadow into the City of Reno. If you wish to speak, please keep all comments professional and concise. Everyone should fill out a public comment form to submit your position to the Council. You can get the public comment form from the clerk (last time it was a woman) sitting on the left (west) side of the room behind the railing in the City Council Hearing Room. (That room is the large room on the ground level. It is to your left as you enter the building from Virginia Street.) If you do not fill out the comment form your opposition will not be known. On that form you can write a statement or mark the box indicating you want to speak. Please be sure to fill out the form. You can get the form even if the hearing has started – just go to the clerk and say you want to fill out a form on Steamboat. Take a pen with you, the clerk will not have one for you. The following topics should be the focus of your comments at the public hearing*: Lack of transition. High density development is not in character with the South Valley’s Plan. High density development would eliminate a long standing buffer to the north of Rhodes Road. The County set aside this land to create a reasonable transition between rural and a more urban lifestyle and environment. Annexation creates a financial burden on the City of Reno with additional demands on: Police and Fire services. Currently there is not a fire station within the required response area and there are no fire hydrants in the Steamboat Valley. Road maintenance. Annexation would provide a foreseeable change in future land use within the valley, creating the possibility for future annexation requests changing the land use from rural to urban. The City is to develop within the McCarran Loop and infill for conservation of its resources. Any other fact that you think should be considered. *IF YOU ASK TO SPEAK, WE HAVE BEEN ADVISED NOT TO RESTATE THE SAME COMMENT BY MULTIPLE INDIVIDUALS. IF SOMEONE HAS MADE THE COMMENT YOU WANT TO MAKE, CONSIDER SAYING THAT YOUR CONCERNS WERE STATED BY A PREVIOUS SPEAKER AND THAT YOU ARE PRESENT TO MAKE YOUR OPPOSITION TO ANNEXATION KNOWN TO THE COUNCIL.
