Remove Sarah Hodges from Travis ECHS
Remove Sarah Hodges from Travis ECHS
The Issue
We formally request that immediate action be taken to remove Sarah Hodges from our campus due to ongoing unethical practices, bullying, harassment, abuse of authority, unresolved safety issues, and actions that create legal, compliance, and employment-related risks. This petition reflects serious, ongoing concerns documented through staff experience, multiple formal grievances, and observable impacts on student services, special education, safety, and staff well-being.
1. Multiple Concurrent Staff Grievances
At present, several formal grievances are pending against Sarah Hodges reflecting independent yet overlapping complaints of hostile work environment, coercion, policy violations, and retaliation. The existence of multiple concurrent grievances demonstrates a systemic leadership issue, not isolated incidents, and warrants immediate intervention and removal.
2. Prior History of Similar Concerns
Sarah Hodges was removed and placed at Travis Early College HS from Lively middle school, where staff reported having similar concerns, including hostile work environment, staff coercion, and administrative overreach. This history indicates a pattern of behavior that has not been corrected, and in fact, has been allowed and supported.
3. Hostile and Coercive Work Environment
Staff report persistent bullying, harassment, intimidation, and coercive practices intended to enforce compliance with administrative decisions that exceed professional capacity, certification, or ethical boundaries. These actions have created fear, diminished morale, undue stress, and fear
4. Improper Reassignment of Staff Outside Certification Areas
Staff members have been reassigned to roles for which they are not certified or trained. Administration has pressured these employees to obtain certifications they did not seek or agree to, placing staff at professional and licensure risk and exposing the district to liability.
5. Coercion to Perform Duties Beyond Legal or Professional Authority
Staff are being held accountable for responsibilities they cannot legally or ethically perform due to lack of certification or training. Despite this, administration continues to impose unrealistic and unattainable expectations.
6. Unethical Interference with Special Education Services
Sarah Hodges has dissolved all resource classes for science and are no longer being offered. She has give the directive to alter IEPs, reduce IEP minutes, and remove supports required to meet students’ needs in violation of IDEA and FAPE obligations. These actions compromise legal compliance and place both staff and the district at risk.
7. Improper Pressure to Alter ARD Committee–Determined Student Placements
Case managers are being pressured to move students—including special programs (Life Skills, Behavior, Autism) out of ARD committee–determined placements and into general education or inclusion environments without committee approval, despite parent communications and professional recommendations. These concerns are reflected in pending staff grievances indicating a pattern of administrative overreach and procedural noncompliance.
8. Excessive Staff Attrition, Retention Failure, and Constructive Discharge Risk
Since the district removed Hodges from Lively and placed her at Travis, 25+ staff members have resigned, been involuntarily transferred, or chosen to retire as a direct result of Sarah Hodges’ practices mentioned in the petition. Coupled with multiple pending grievances, this pattern indicates significant retention failure and raises potential constructive discharge concerns due to untenable working conditions, coercion, fear of retaliation, and threats of job replacement.
9. Unresolved Classroom, Campus, and Student Safety Issues
Staff report that critical safety concerns across the campus remain unaddressed despite repeated reporting resulting in facility hazards and student behavior management concerns. Failure to resolve these issues presents significant risk to student and campus welfare and safety.
10. Financial Mismanagement Allegations
Funds allocated to specific departments have allegedly been withheld and retained in general funds, depriving staff of necessary instructional resources and impairing student services. This raises serious concerns regarding fiscal oversight and legal compliance.
11. Failure to Correct Known Harmful Decisions
Rather than addressing administrative errors, leadership appears focused on concealing mistakes and avoiding accountability by placing the blame on teachers further eroding trust and perpetuating harm to staff and students.
