Remove Ryan as JISD Board President

The Issue

Whereas Ms. Monica Ryan as president and chair of the board of the Judson Independent School District did call a meeting to be held January 10, 2026 with an agenda created contrary to the plain language adopted board policy BE (Local), titled Board Meetings and;

Whereas Ms. Ryan voted against a remedy for this procedural defect and offered no other remedy despite having a positive duty as chair to do so according to the rules of order, and;

Whereas the creation and publication of a defective agenda and the sustainment of a defect was done by Ms. Ryan either in gross ignorance of the plain language requirement of BE (Local) or gross carelessness in the discharge of her duties as president and chair BBC (Legal), titled Board Members: Vacancies and Removal from Office, and;

Whereas these actions can fairly be said to match the definition of incompetency found in BBC (Legal) and are in and of themselves constitute a reason for involuntary removal from office entirely, and;

Whereas these and other actions while serving as president and chair give us cause to openly question her commitment to BBF (Local), titled Board Members: Ethics,  specifically “representing District policies…accurately” and “avoid(ing) personal involvement in activities the Board has delegated to the Superintendent,” and;

Whereas Ms. Ryan has acted on multiple occasions in ways contrary to AE (Local), titled Educational Philosophy which in part states, “The Board, either collectively or through the actions of individual Board members, shall not…(g)ive or appear to give operational advice or instructions to District staff; (v)iolate District policy and Board operating procedures; (b)ehave in a manner that erodes trust and respect among the team of eight.”

Therefore, we the voters of Judson Independent School District petition the Board of Trustees to pass a resolution of no confidence in the leadership and management abilities of the president and chair Monica Ryan and insist on her removal from the duties and responsibilities and office of board president and role of the chair in future meetings. We further petition the board to re-commit itself to following adopted board policy BE(Local) regarding the conduct of board meetings in order to restore trust, order and decorum to JISD board proceedings.
