Remove Rick Leary as TTC CEO

The Issue

Rick Leary was elected and appointed as permanent TTC CEO on July 2018 and since that time TTC service has degraded system wide in an unprecedented scale to levels we haven't seen in decades.

Since his appointment as CEO we have seen service deteriorate in the following ways:

-There has been an increase in the vehicle bunching (with both bus and streetcar routes) as a direct result of bad service planning in the name of "eliminating short turns" resulting in very long wait times. This has even occuring on routes operating in their own Right-of-Way (ie: 512 St.Clair and 510 Spadina).

-There has been an increase in the number of vehicles laying-by out of service waiting for their departure time, resulting in riders having to wait longer then necessary for vehicles in inclement and cold weather.

-There has been an increase in subway wait times at all points in the day (most especially off-peak) due to the number of trains being cut.

-Dramatic increase in the level of violent incidents occurring system wide. The TTC reported 734 offences against customers in 2021 which is defined as the most serious incidents reported to police (assault, sexual assault, robbery, theft, threatening, harassment and indecent exposure). In 2020 the number of offences was at 735. In 2019, the TTC reported 666 incidents (this is even despite ridership being cut in half compared to 2018 due to Covid). 

In 2022 TTC was on track to have the most violent year in the system (since 2017). In the first half of 2022, the TTC reported 451 offences against customers. The final numbers for 2022 are still to be finalized but if that rate persisted through to the end of that year, the TTC would have reported approximately 900 offences last year. 

-Despite the city itself declaring the road traffic has returned to pre-pandemic levels, TTC service is only at 90% of pre-pandemic levels (this is despite how inefficient TTC service has been over the year). Last year, the TTC provided 180,200 total hours of service. With the TTCs new budget, the number of total hours served will fall to 164,200 in 2023, which is a 9%  decrease system wide. This is despite John Tory's recent comments of making $53 million in new TTC funding available.

 

 

-Vehicle Loading standards (numbers the TTC uses to determine the appropriate level of service based on the maximum load point, or the greatest number of customers riding at one time) have increased. For 2023 the TTC has increased vehicle crowding standards to: 50 customers per bus, 130 customers per streetcar, and up to 1,100 customers per train on average during the busiest hours. In other words, this means the TTC is looking to pack more riders on each vehicle with less buses, trains, and streetcars used.

All of this is completely unacceptable for the tens of thousands of riders who rely on the system on a daily basis and it's time for a change in TTC leadership.
