This is a community complaint about a specific neighbour who lives in 4th Floor in Champneys's Court in the East side quarter towards the side facing Highland Road. We don't know his name. 

Since Sunday 19th July 2026 he has been demonstrating extremely disturbing behaviour by coming on to the balcony and screaming and shouting swear words targeted at ‘neighbours’ including racist remarks like ‘nigga’ and ‘Paki’ and calling out to neighbours and their children saying ‘white ass’. He brandished knives from the balcony and shouted he ‘beats up police for living’.  These acts continue in-between episodes of playing very loud music where he plays uncensored rap music which themselves have swear language and of aggressive violent tones and the lyrics contain frequent references to 'F***', P*****, S***, Dead man. 

On 19th the disturbing acts of shouting and swearing and loud music  continued for 5-6 hours between 10am-5pm.

On 20th July 2025 similar acts started about 6.30pm and continued till 12am. There was extensive angry gesticulation and reference made to social services and that all neighbours’ kids will be put in social services and his parents work in social services. 

 On 21st July 2026 the loud music and dirty rap music started at around 3.30 and continued at the time of writing this report at 20.42pm. 

Note at 9.57am 22nd July - There loud music complain above continued till 10pm. Also neighbour heard him say that he is a WhatsApp community group chat and that people should come to his flat so he can shoot/stab them.

Note at 10.10am 24th July 2026 - The person played loud music from about 2pm the afternoon of 23rd July till the early hours of 24th around 2am. Neighbours saw him with a microphone trying to rap in the balcony in the afternoon however he stayed indoors and played loud music. At about  10.00pm 23rd July he came out on the balcony and started shouting. I looked out and he saw me looking at him and he said 'Bitch yes I am looking at you. Social services will get your first born and you little daughter.!' There was no exchanges with him, no word. he said this simply on me looking at him as I turned to the noise with him shouting.  Till about 2am on 24th July early morning the shouting, very loud rap music (with lyrics containing 'F***', P*****, S, Dead man, B*, Snitch) with uncensored language continued. He is now making more noise by swearing and shouting from a MICROPHONE. He called out to neighbours to meet in 'outside his door' in the car park, threatened to call social services so neighbours kids are taken. Two residents tried to speak to him from Level 1 podium but in vain. His gesticulation, swearing shouting only intensified. Someone called the police (case ID CAD/9168). Police arrived at around 1am spoke to the neighbours in Level 1. He went inside but continued to shout that he has attempted murder charges. Police flickered torch at his balcony,  tried to locate his door number and left after about half and hour being unable to locate his door number. Many neighbour tried to report ASB using the council link but unable to do so as no one affected knows his door number for sure. Some may have reported using speculation door numbers. Many reported to Pinnacle who have not take any action till date despite acknowledging reports. Many have reported to L&Q as well and yet to see action. I myself reported to L&Q reference number (CRM:075120000869) and yet to see any concrete action 

Note at 15.30, 25th July 2026 - 25th July 2026 15.15 pm - I went to the balcony of my flat, after hearing loud music and the individual spotted me from his balcony and said 'Snitch, you have camera! I will call social services ...' he then went in started saying bitch and snitch through his microphone. Then he started playing loud rap dirty music with lyrics of snitch and bitch which is continuing at the time of this update. He had been playing loud music from 1.30pm . Anonymous resident in his building gestured his door number - Flat 25 Champany's Court. For completeness I did not have a camera. I had a jar of snacks and spoon in both of my hands. Council ASB report done with Ref Number GEN-132766.

Note at 29th July 2026 9.35am. The loud music on the 25th continues till 1.30am 26th early morning 

28th July 2026 - played very  loud dirty rap music from 9.55-10.40pm 

As members of this community, we have been subjected to constant disturbance and harassment from our neighbour and thoroughly traumatised by his activities. Their behaviour has become unbearable and has caused significant distress to many residents in the estate mostly flats in Champneys's court, and the residents close to his balcony those being Ernest and Craft court. The sound and shouting and vibrates and intensifies in the void in between the buildings.  We believe that it is time for action to be taken to remove this nuisance neighbour from our community.

The following are just a few examples of the behaviour we have had to endure:

- Constant playing of Loud rap music on weekends and prolonged hours past 11pm disturbing our sleep and causing disruption in our daily lives.

- Verbal abuse directed towards us when we have asked them to stop their disruptive behaviour.

- Intimidation tactics such as threatening gestures intended to cause alarm to those who speak out against their behaviour.

We believe that this individual's actions are not only disruptive but also pose a threat to community safety and wellbeing. We fear for ourselves and our families' safety due to their aggressive behaviour and most unfortunately our lives are heavily disrupted as we are compelled to close windows and doors for the loud music and shouting in this summer time. We cannot enjoy the peace and quiet of our own home use our balconies and living spaces of open our windows and balcony door. As residents of bloc of flats the noise affects us tremendous given the six buildings of the estate are close in proximity. 

We urge local authorities, including law enforcement agencies and remove him from the estate and ensure that law-abiding, peace loving residents can enjoy their home which this individual is wrecking since Sunday 19th of July 2026.

Please take swift action against this nuisance neighbour so that we can all enjoy a safe environment free from harassment and intimidation.
