REMOVE NYSDOCCS Sing Sing Superintendent: Marlyn Kopp
The Issue
The removal of Superintendent Marlyn Kopp is imperative to the rehabilitation of the Incarcerated Individual and ensuring a safe environment for both Correction Officers and Incarcerated Individuals. Since she assumed the role of Acting Superintendent, then soon thereafter Superintendent, Ms. Kopp has continuously and maliciously deprived the Incarcerated Individual population of Religion, Family and Rehabilitative Programming, all the while nurturing a hostile environment.
She deprived religion to the population by arbitrarily and capriciously closing the chapel, that was once open seven days a week and during all three program modules for a total of 59 hours and 30 minutes a week, without any recommendations or insight from her subordinates. She first reduced the chapel schedule down to four days, Thursday - Sunday all three program modules for a total of 34 hours a week, with complete disregard to the Santeria religion's recognized service day (Monday) as per the NYSDOCCS Religious Calendar and Directive, then she reduced that schedule again to only affording the chapel on Thursday and Friday during the AM and PM program modules for a total of 11 hours and 30 minutes a week. She changed almost every religious faiths observation day and cancelled all religious classes without any just cause. She went as far as denying religious faith volunteers access to the facility to assist faith groups in their worship and depriving the population for congregate worship on religious holidays. This has placed grave restrictions on the roughly 1,407 Incarcerated Individuals who practice one of the sixteen (16) recognized faith groups in Sing Sing due to her closures and the malicious delays of the program runs causing the actual practice time to be half of what it truly is suppose to be.
Ms. Kopp continues to place grave strains on family ties by the continuous denial of family events and the restrictions she is allowing be placed on visitors. In the beginning of visits being opened she placed a visiting cap of 60 visitors allowed in for weeks and allowed the drastically slowed processing of those visitors to take in excess of 10 to 15 minutes per person. This practice has completely dissuaded many families of Incarcerated Individual's from attempting to gain access to the prison.
Ms. Kopp has made it dramatically complicated to complete any rehabilitative programing due to her constant school building and vocational building closures. For example, the vocational building was only open approximately 50 days for the entire 2024 calendar year. She has made it nearly impossible to complete mandated programs, get to the law library and work on our criminal cases, complete volunteer programs such as Alternatives to Violence Project (AVP) classes, Peers for Aids Counseling and Education (PACE), Carnegie Hall, Osbourne Classes, Hudson Link Mercy and Columbia University Classes and the several other higher education programs.
Ms. Kopp's dictator like implementations have confined the Incarcerated Individual population to be confined to their cells in excess of 21 hours a day due to her continuous program restrictions/closures, malicious delays of program and recreation runs by an hour or more, and chapel closures. This practice clearly places the Incarcerated Individual population in segregated confinement as per Correction Law 2(23) "any form of cell confinement for more than seventeen [17] hours a day." Ms. Kopp's facility operation has a catastrophic correlation that is as program, religion, rehabilitative and recreation productivity/participation has been decreased, the assaults on staff, assaults on Incarcerated Individuals, and the death rate, both suicide and drug overdoses, have skyrocketed to exceed 15 deaths in two years.
The only remedy to this issue is to remove Superintendent Marlyn Kopp from her duties due to her incompetence and inability to effectively run a male maximum security prison in accordance with the direction in which Commissioner Martuscello preaches he wants to bring NYSDOCCS in.
