The Issue

We are speaking up for Brandon Bowman, a 35-year-old Paducah resident who tragically died on August 2, 2026, less than four days after being booked into the McCracken County Jail. His untimely death has left a devastating void in our lives and raised alarming, unanswered questions about the systemic failures, conduct, and lack of accountability within McCracken County.

As we mourn Brandon, we are compelled to demand the full truth and immediate executive action regarding the severe, unlawful administrative actions taken by elected McCracken County Coroner Amanda Melton.

1. Misleading the Family & Violating Nathan’s Law (KRS 72.025)

Under Kentucky law and statutory mandates for in-custody death investigations, the death of any individual incarcerated in a county jail requires strict adherence to mandatory post-mortem investigation rules. Coroner Amanda Melton misled Brandon’s grieving family into believing that a full, comprehensive forensic internal autopsy was being conducted in Louisville to determine his exact cause of death.

In reality, only a superficial external examination was performed before his case was closed. By failing to perform a full internal forensic autopsy on an otherwise healthy 35-year-old who died under law enforcement supervision, Coroner Melton violated mandatory in-custody death investigation protocols (KRS 72.025). This failure directly prevents ruling out asphyxiation, positional restraint, internal trauma, or acute medical neglect is a clear breach of duty that carries statutory forfeiture of office under KRS 72.992.

2. Unlawful Interstate Transport & Unauthorized Cremation

A human body in an active in-custody death investigation is the primary piece of physical evidence. Rather than preserving evidence and securing proper legal releases, Coroner Melton’s office facilitated the transport of Brandon’s remains across state lines into Illinois for cremation under deeply alarming circumstances:

Blank Section D (No Cremation Permit): On the Kentucky Provisional Report of Death (Form VS-34), Section D of the state-mandated permit required to legally authorize cremation was left completely blank without a signature, date, or county validation.


Blank Section B (No Next-of-Kin Signature): Section B, which legally requires the signature of the next-of-kin to release remains to a specific funeral home or crematory, was NOT signed by Brandon’s next of kin. 

Pre-Determined Disposition: Records show "cremated XX" and an out-of-state crematory pre-typed onto state forms before full forensic scrutiny or legal authorizations were completed.


Transporting Brandon's body across state lines and consigning it for cremation without mandatory coroner and family signatures violates Kentucky vital statistics laws (KRS Chapter 213) and operates to permanently destroy primary physical evidence (KRS 524.100).

3. Our Call to Action: Remove Amanda Melton as Elected Coroner

Failing to accurately record death records, misleading surviving family members, and bypassing legal cremation authorizations compromises the integrity of our entire justice system and strips families of their fundamental right to the truth.

Accountability is non-negotiable. We are calling on Governor Andy Beshear, Kentucky Attorney General Russell Coleman, and local McCracken County officials to launch an immediate investigation into Coroner Amanda Melton’s conduct and initiate formal executive removal proceedings under KRS Chapter 63 for official misconduct and willful neglect of duty.
