The Issue

I am writing this petition to express my deep concern over the lack of proper action and empathy demonstrated by the current Lincoln County Animal Control Officer (ACO). It is painful to witness that, time and time again, the officer fails to assist sick and injured animals and turns a blind eye to situations where animals are evidently suffering due to harmful and abusive environments. It has become increasingly clear that he is unable to fulfill the responsibilities genuinely and has repeatedly shown incompetence in carrying out his duties as an ACO.

Animal control officers should embody traits of compassion, diligence, and assertiveness. Their mission is to protect and ensure the welfare of animals in need. However, in Lincoln County, we have an officer who doesn’t appear to possess these vital qualities. He does not act promptly in addressing critical situations where animals could be rescued from imminent danger or restored to health through timely medical intervention.

This is not just about the failure to act. It's about Lincoln County needing the right person in the role—one who genuinely cares for these creatures and will step up to make the humane decisions needed when no one else cares. Someone who considers every animal's life as valuable and goes above and beyond to address situations rather than overlook them.

The inadequacies in the current officer's performance have been observed and experienced by many within our community. Numerous reports and complaints about his inability to perform the duties correctly have gone unheard. These issues undermine the fundamental aim of animal control, which is the safeguarding and wellness of animals.

We, the residents of Lincoln County, want a new ACO who aligns with our values of kindness and responsibility towards animals. A capable individual who will put the welfare of animals first and is willing to intervene when they are in distress. A person who possesses true compassion and will act decisively to make a difference. Our beloved animals deserve nothing less.

Let's stand together as a community to make the change our county deserves. Please sign this petition to help us remove the current Animal Control Officer and bring someone more qualified and compassionate into the role to protect and support all animals in Lincoln County who need it most. I am the longest serving official on Lincoln County Fiscal Court. Over my almost 19 year tenure, we have experienced many incidents dealing with animal control. Several years ago I was asked to chair a committee to rewrite our county animal control ordinance. Our committee consisted of a fellow Magistrate, two dog breeders, and two at large members of the community. After several weeks, we were able to agree on what is now the existing county animal control ordinance. I offer this information to establish the fact that one, our county recognizes the need for an official law regarding animals in the county, and two to establish that I have firsthand experience with the subject. Now, having said that..I am an animal lover. 1 family cat, and 5 grand dogs, and 3 grand cats. Here are issues facing our county government regarding the handling of animals in the county. 1: The majority of the animals in the county shelter are strays that have been dropped there or animals that have been picked up at the request of community members. Our control officers do not drive around looking for dogs to pick up. Rather, they respond to public requests for animal control assistance. 2: I remember the difficulty we have finding candidates as animal control officers when we first opened the shelter almost 20years ago. If wasn’t a pleasant position, and the safety was not great at the time. 3: I represent around 6000 community members in District #1. I can honestly say that if you take a survey of those 6000, the majority with say that they agree that the animals deserve to be treated humanly and with care. I can also say, if ou survey those same 6000 and ask if they are willing to pay more taxes to support the shelter, the majority would say no. I don’t have the budget in front of me, but the amount Lincoln County spend on animal control is not insignificant.
