Remove Flock Cameras From Milwaukee County

The Issue

Automated License Plate Readers (ALPRs or LPRs) are AI-powered cameras that capture and analyze images of all passing vehicles, storing details like your car's location, date, and time. They also capture your car's make, model, color, and identifying features such as dents, roof racks, and bumper stickers, often turning these into searchable data points.

These cameras collect data on millions of vehicles regardless of whether the driver is suspected of a crime. These systems are marketed as indispensable tools to fight crime, but they ignore the powerful tools police already have to track criminals, such as cell phone location data, creating a loophole that doesn't require a warrant.

Flock has an estimated 180 cameras installed throughout milwaukee county. Flock wants you to believe they are helping law enforcement solve crime. What Flock wont acknowledge is their flawed systems. Running an outdated and unsupported android 8.0, allowing anyone with rudimentary systems knowledge remote access to Flocks camera system. At worst allowing criminals live feed of police squad cars, at best just using your neighborhood camera to stalk you. The town of Evanston, IL ended their contract with Flock but they refuse to remove their cameras, why would that be? This is a national security issue, recognized by U.S. Senator Ron Wyden.

FYI Flock has bought your STOLEN information from the dark web and uses it to build a peofile AGAINST YOU. Theyve also partnered with Ring, yes your fancy doorbell. Its going to allow police to spam your phone with requests to view your footage, whenever.

Thank you for reaching out regarding the use of Flock cameras in Milwaukee County. At this time, any potential county policy related to camera use, as well as decisions concerning future expenditures for additional cameras, fall under the authority of the Sheriff. These matters are not scheduled for a vote during the December meeting cycle which allows time for further review. I intend to conduct thorough due diligence and research before forming a position on this issue. Supervisor Patti Logsdon District 9

Flock cameras are operated by the Milwaukee County Sheriff’s office. The County Board cannot create or amend the internal policies of the Sheriff, who is an independent constitutional officer. We do have the ability to approve or deny spending requests, including Flock cameras, as they are purchased. Today’s testimony in JLEGS showed the tremendous public opposition to widespread use of surveillance technology by law enforcement on Milwaukee County. I will be taking this feedback into account as I vote on any potential county policy regarding camera use and any spending requests for cameras by the Sheriff. Neither of these items are up for a vote of the Board in the current monthly meeting cycle. I recognize the valid use of license plate reader technology when combined with pre-existing judicial warrants, but am highly skeptical of using this tech to prevent crime or to generate a list of suspects for subsequent law enforcement activity. I certainly appreciate hearing about concerns from our community. It pushes me to do more research so that I can make as informed decision as possible. Balancing public safety, public fears and privacy rights is delicate and deserves the utmost attention. Nothing is as black and white as people totally for or against something want to present. I always try to come at an issue from the middle, let my own feelings take a back seat and hopefully make a logical decision that has more positive than negative impact.
