Remove compulsory mobile OTP verification for PUC
The Issue
The recent rule enforced by the Government of India mandates that a Pollution Under Control (PUC) certificate can only be obtained if a mobile number is linked to it, and an OTP is provided for verification. While this rule may aim to streamline the process, it presents significant challenges and hardships for ordinary citizens who own vehicles.
Consider a scenario where an individual has lost their mobile phone and is unable to retrieve it or obtain a replacement within ten days. During this time, if their PUC is due for renewal, they are subjected to a possible fine of ₹10,000. This is an excessive financial burden for a situation that is often beyond one's immediate control.
Moreover, the predicament extends to families with members living abroad. My father, for example, is currently outside the country, and the registered mobile number on his vehicle belongs to him. This means I am unable to receive the OTP needed for his vehicle’s PUC renewal. Should I, or individuals in similar situations, be penalized ₹10,000 simply because we cannot access an OTP linked to a mobile number?
Furthermore, what happens if someone has traveled outstation for work or other commitments and has inadvertently left their mobile phone behind? The current rule makes it impossible to complete the PUC process without the phone, again risking a hefty fine upon their return.
While the intention to digitize and streamline vehicular compliance is appreciated, these scenarios highlight the need for a more inclusive and flexible system that considers diverse personal circumstances and technological pitfalls. A practical solution could involve allowing alternative means of verification, such as email or a web-based portal, where individuals can securely login using personal details to verify their identity.
By signing this petition, you will urge the government to reassess and revise the PUC process, making it more accommodating for all vehicle owners, ensuring that misplaced phones or international travel do not unfairly result in financial penalties and unnecessary stress for citizens. Together, let's advocate for a system that balances modernization with practicality, fairness, and compassion. Please sign this petition and stand with those affected by this rigid rule, advocating for a change that truly supports the community.
