On June 1, 2023, Commissioner Carollo was found liable for violating the First Amendment Rights of Bill Fuller and Martin Pinilla, with a jury awarding the plaintiffs $63.5 million in damages.

In addition to Commissioner Carollo’s blatant disregard for civil rights and violating citizen’s First Amendment US Constitutional Rights, he has also neglected his responsibility as Chairman of the Bayfront Park Management Trust to include:

1.      Failure to repair the signature fountain in Bayfront Park and maintain basic elements in the park. When reporting these elements online, via phone calls, or in writing, the reports often go ignored, and City property is unmaintained. 

2.      In 2019 Carollo transferred $3M from the Trust’s budget to the City of Miami general fund under false pretense.  This action basically bankrupted the Trust, which led to the elimination of security in Maurice Ferre Park, which created a severe homeless problem in the park.

3.      Joe Carollo approved and awarded a no bid $1M proposal for dog and cat sculptures for Maurice Ferre Park. 

4.      Joe Carollo only reinstated Maurice Ferre Park security in October 2022, which was subsidized by Biscayne Blvd condominium’s HOAs, to protect his Dog and Cat Walkway.

Mr. Carollo has a complete disregard for the citizens, their wishes, and their basic rights, all while irresponsibly spending taxpayer monies. 

We, the signers of this petition, demand the Miami City Commission, Miami City Attorneys, and State Attorney Katherine Fernandez Rundle immediately remove Joe Carollo as Chairman of the Bayfront Park Management Trust in accordance with the Miami City Charter and replace him with the City Commissioner in whose district the parks lie.
